Hate Crimes and Hate Incidents in Devon Schools

Hate crimes and non-crime hate incidents are on the rise and their impact on children and young people is concerning.

These incidents negatively affect attendance, academic attainment and overall well-being. In Devon, the age group most frequently linked to hate crimes is 12 to 14 year olds, with white boys identified as a key demographic of concern.

Recent data from the last academic year highlights a troubling increase in bullying, prejudice and racism in our Devon schools. Racist incidents have risen by over 18% in the past two years alone. With exclusion rates for racism in the South West being among the highest in the country. Prejudice targeting LGBTQ+ children and young people is also intensifying in severity.

Devon County Council are helping schools to take action and strengthen their response to Ofsted’s expectations around vulnerable groups, with a set of practical resources and guidance. The Hate Crimes and Incidents webpage provides:

  • Clear guidance on identifying and responding to hate crimes and incidents
  • A flowchart outlining when to contact the police
  • Classroom resources to support inclusive learning for primary and secondary schools
  • Recommended videos to help students understand misinformation and fake news.

Hate Crime Awareness Week  is from 11th–18th October 2025.
